    Stage 1

    Appeal open: write to the operator

    Parking Charge Notice arrives

    You receive a PCN on your windscreen or by post. This is not a council fine, it is an invoice from a private company.

    Stage 2

    Appeal open: challenge POFA compliance

    Notice to Keeper

    If the driver was not identified, the operator must serve a Notice to Keeper within strict POFA 2012 windows. Miss the window and the keeper cannot be held liable.

    Stage 3

    Last formal appeal stage

    Independent appeal (POPLA or IAS)

    If the operator rejects your appeal, you have 28 days to escalate to POPLA (BPA operators) or IAS (IPC operators). Free, independent, and binding on the operator if you win.

    Stage 4

    Appeal window closed: dispute in writing

    Debt collector letters

    If the appeal fails or the deadline passes, the file is passed to a debt collector (DCBL, ZZPS, BW Legal). They cannot enforce the charge without a court judgment. The formal appeal window is closed, but a written dispute and SAR request build the paper trail you may need later.

    Stage 5

    30 days to return the Reply Form

    Letter Before Claim (Pre-Action Protocol)

    Before any court action, the claimant must send a Letter Before Claim and give you 30 days to return the Reply Form (Annex 1). This is your highest-leverage chance to kill the claim before court. Most cases that reach this stage are decided here.

    Stage 6

    14 days to acknowledge, 28 days to defend

    County Court Claim Form (N1)

    If the matter still proceeds, you receive court papers via MCOL or by post. You have 14 days to file the N9A acknowledgement and 28 days to file a CPR-compliant N9B defence with a witness statement (CPR Part 32).

  7. Stage 7

    Most claims are dropped before this stage

    Small Claims hearing

    If a defence is filed, the case is allocated to the Small Claims track (telephone or video hearing). Many parking company claims are dropped before this point once a structured defence is on the record.

Court Defence

For drivers who have received a Letter Before Claim or county court papers. Full defence document structured for court submission, citing POFA 2012 and CRA 2015 grounds specific to your case.

Which pack do I need?

If you have received a parking charge notice, POPLA/IAS appeal, or debt collector letter, the £14.99 Response Pack covers most pre-court situations. If you have received a Letter Before Claim or county court papers, choose one of the three Court Defence tiers: Standard (£59, 24-hour turnaround), Priority (£79, 2-hour turnaround), or Same-Day Plus (£99, priority turnaround with a Filing Pack including a pre-filled court form and deadline reminders).

Can I preview before paying?

Yes. The free case check shows you whether your charge is challengeable, what your defence strength looks like, and what arguments apply. You only pay if you want to download the full tailored documents.

What format are the documents in?

All documents are provided as downloadable .docx (Word) files that you can edit, print, and submit to the court or send to the parking company directly.

Can I get a refund?

You can cancel for a full refund any time before your defence document is generated. Once the document has been generated and made available to download, no refund is available because the digital content has been fully supplied with your prior consent (Consumer Contracts Regulations 2013).
